Mirziyoyev ended the harshest practices of the Karimov era, freeing prisoners, ending systematic forced labour in the cotton harvest and opening the economy, while a 2023 referendum reset his clock on a new seven-year term. Central Asia's most populous state is courted by Russia, China, the EU and the Gulf alike. Deadly 2022 unrest over Karakalpakstan's autonomy showed the limits of the opening.
