A 2025 constitutional amendment removed the age cap that would have barred Guelleh, who has ruled since succeeding his uncle in 1999, from a sixth term. The small state's location on the Bab-el-Mandeb strait makes it host to military bases of the United States, China, France, Japan and others, its chief source of revenue alongside ports serving Ethiopia. Political life offers little space for dissent.
