Lukashenko, in power since 1994, crushed the mass protests that followed the falsified 2020 election, and the exiled opposition under Sviatlana Tsikhanouskaya operates from abroad. Belarus is closely bound to Russia, hosted Russian forces during the invasion of Ukraine and now hosts Russian tactical nuclear weapons. Periodic prisoner releases have not changed the systematic repression documented by the UN.
