Japarov rose from a prison cell to the presidency during the 2020 unrest, then rewrote the constitution to a strong presidential model in 2021. Independent outlets and critics, including the Kempir-Abad land protesters, have faced prosecution, and parliament dissolved itself in 2025 for a snap vote that OSCE observers said offered limited real choice. A border demarcation deal with Tajikistan in 2025 ended years of deadly clashes.
